NCLR is seeking a Field Coordinator, National Campaigns in its Washington, DC office. This position will reside in the Office of Research, Advocacy, and Legislation (ORAL) and will implement the organization’s national advocacy efforts. The National Campaigns team works to expand opportunities for Latino engagement in civic life and public policy debates. To that end, the team works to build and expand a network of individuals who can weigh in on issues of interest to Latinos and sister communities, creating tools and opportunities to disseminate information, mobilize, and effect change. |

This position is based out of the National Council of La Raza’s (NCLR) national office in Washington, DC and requires management support of the Workforce Development (WFD) component, as well as work implementing the key program, policy, and research functions of WFD and providing program support to NCLR’s Economic Mobility Initiative (EMI). The position will work with both the program and policy teams to develop and implement a set of priorities and undertake research and writing relevant to the strategic direction of NCLR’s WFD efforts. The Senior Manager reports to the Director of Capacity-Building and resides in the Office of Research, Advocacy, and Legislation. In consultation with the Director, the Senior Manager will provide strategic input to carry out the department’s goals, which includes developing and implementing policies, systems, and processes for nurturing, supporting, and advancing community-organizing and advocacy work among NCLR Affiliates, ELC grantees, and partner CBOs. Responsibilities include working independently to administer grants, writing funding proposals and reports, supervising staff, and executing and evaluating program plans. The Senior Manager will work in coordination with other managers and is responsible for planning and coordinating internal and external meetings and events, including the annual NCLR National Issue Briefing and Advocacy Day, the ELC Annual Convening, and activities for the NCLR Annual Conference. |

The Associate Director is responsible for overseeing, directing, and fundraising in support of education and child advocacy, lobbying, field work, and research activities. This position assists in the management of a team of up to five professionals dedicated to research, lobbying and advocacy on education and child advocacy issues and helps oversees the development of materials such as toolkits, fact sheets, position statements, etc. Oversees and imparts technical assistance to NCLR Affiliates and other community-based organizations. In addition, the Associate Director assists in the management a budget of $600,000 to $1 million; and is responsible for all internal reporting on education and child advocacy activities. |

NCLR is seeking a Health Field and Campaign Organizer for its Health Policy Project to advance its health policy priorities. With a heavy focus on the emerging health care reform debate, this individual will work jointly with the Health Policy Project and National Campaigns teams to mobilize NCLR Affiliates and community partners in support of federal policy priorities. The Field and Campaign Organizer will also implement a strategy to raise the overall visibility of the health policy and programmatic work undertaken by Affiliates, which will incorporate press events, town halls, workshops, and practitioner roundtables. The individual will work closely with a team of analysts to promote NCLR’s policy and research activities to external stakeholders and create user-friendly materials and tools for organizations wishing to advocate on behalf of the Latino community. The Field and Campaign Organizer will also be expected to represent NCLR in its commitments to health reform campaigns as s/he conducts advocacy, media outreach, and field organizing. |

The Coordinator for Capacity-Building and Organizational Development manages efforts to advance NCLR’s collaborative work with emerging Latino communities by focusing on increasing the community-organizing and advocacy capacity of young CBOs, and providing tools and support to solidify the organizational infrastructure necessary to carry out such work. The Coordinator is principally responsible for identification, outreach, and recruitment of groups and for working with these groups to develop and implement plans to strengthen their internal systems in order to achieve effectiveness and sustainability. In addition, the Coordinator will work with other partner organizations to develop legislative strategy and effect positive change at the state and local levels for the Latino community. |

NCLR seeks a Legislative Analyst for its Washington, DC office. This position supports the Health Policy Project, and the Analyst will implement legislative and political strategies to further NCLR’s goals. The Analyst will also work to increase NCLR’s visibility on Capitol Hill. Working with a diverse group of experts, researchers, and key policymakers at the federal state, and local levels, the ultimate goal of this position will be the implementation of legislation that results in positive health and nutrition outcomes on behalf of the Latino community. During the coming year, this position will concentrate on integrating NCLR’s agenda into the federal health care reform debate. Core objectives of the Analyst’s work will be to build and nurture relationships with policymakers and expand the base of support for NCLR health policy priorities. The Analyst will also be expected to cultivate alliances with a variety of health stakeholders and participate in forums and coalitions such as Health Care for America Now! and the Coalition for Immigrant Equity in Health Care. |

The Deputy Director of the Policy Analysis Center is responsible for working in consultation with the Deputy Vice President to set the overall strategic goals and objectives related to policy analysis activities. The Deputy will also be responsible for ensuring the production of highly skilled, timely, and relevant policy documents/materials in support of NCLR’s goals. This position will also work with the Executive Management team to create an institution-wide approach for identifying promising new policy reform ideas, engaging in effective policy development activities, and promoting NCLR’s public policy goals among broad audiences. The work will include the analysis of policy issues related to Latino child poverty, education reform, economic security and recovery, health reform, and potentially new emerging issues such as green jobs.
In addition to supervising staff, the Deputy Director will be expected to provide support to project/issue areas that do not have policy analysts. This position will also be responsible for providing technical assistance and guidance to existing policy staff as needed. |
