DESCRIPTION
NCLR's Policy Analysis Center, which is part of ORAL, serves as a think tank on public policy issues, generating information for public and private sector decision-makers, the Hispanic community, the media, and the general public. Current policy analysis priorities include civil rights, education, housing and community development, immigration, poverty, and trade. NCLR's nonpartisan legislative advocacy is conducted principally by Policy Analysis Center staff.
Immigration policy is an issue at the heart of NCLR’s agenda to improve opportunities for Hispanic Americans. Though the majority of America’s Latinos are natives of the United States, policies directed at immigrants often have dramatic impact on attitudes toward and the civil rights of the larger Latino community; NCLR’s immigration policy staff work to assess the implications of immigration policy debates on the larger community, develop policy proposals based on principles of fairness, due process of law and commitment to civil rights, and act as advocates in the policy-making process within the Latino community and with the media.
The Immigration Legislative Analyst will report to the ORAL Senior Vice President. S/he is also expected to work closely with other staff from the Policy Analysis Center and other NCLR components. The Immigration Policy Analyst will also be responsible for developing and implementing successful policy, legislative, and media strategies in the areas of family-based immigration, enforcement, workplace verification systems, due process of law, and related immigrants’ rights issues. The Immigration Legislative Analyst may also supervise and assist in training other personnel, including research associates, interns, consultants, and administrative assistants.
DUTIES AND RESPONSIBILITIES
- Conduct in-depth research to improve public policies and gear them toward immigrants’ needs and the needs of Americans who are petitioning for family members from abroad; prepare policy papers and other documents on these issues
- Conduct short- and medium-range analyses on issues for the development of position statements and public information materials, including journal articles and op-eds
- Assist in monitoring congressional and federal agency activity on immigration issues affecting the Hispanic community by attending hearings, preparing and delivering testimony, and carrying out legislative advocacy
- Disseminate policy analysis reports to a national network of individuals and organizations interested in Hispanic issues; brief policy-makers and the press
- Assist in overseeing the development and preparation of advocacy handbooks and manuals for both Hispanic and non-Hispanic audiences
- Assist in developing and conducting staff development and training seminars for community-based organizations, advocates, and other target audiences
- Prepare written internal and external reports
- Manage high-productivity projects, including possible supervision of other staff, research associates, consultants, and support staff; oversee budgets
- Assist in preparing proposals for and meeting with existing and prospective funding sources
- Carry out other duties as assigned
QUALIFICATIONS
- BA required, advanced degree in relevant field a plus
- Experience with Latino community-based organizations or advocacy work is highly desirable
- Knowledge of and experience with the issue area and/or the policy-making process at the state or federal level strongly preferred
- Strong research and analytical skills required
- Excellent writing and oral communication skills required
- Experience in immigration policy implementation strongly preferred
- Capability to work effectively in deadline situations and to work as part of a team required
- High degree of initiative and ability to work with minimal supervision required
- Some experience in management, proposal writing, and fundraising, or public relations preferred
- Bilingual (English/Spanish) ability strongly preferred
