NCLR’s Housing and Community Development (HCD) component seeks an HCD Grants and Agreements Specialist to provide programmatic and financial administrative support to Housing and Community Development staff and affiliated organizations. The candidate must demonstrate strong organization, administrative, and computer skills, as well as the ability to work cooperatively with all NCLR staff and field offices. The mission of HCD is to increase the wealth of Latino communities and families through community-based programs. A primary vehicle for achieving this goal is through support of the NCLR Homeownership Network (NHN), NCLR’s largest wealth-building program. NHN consists of 44 community-based organizations that receive grant funding from NCLR to provide financial and homeownership counseling to Latino communities in 23 states across the country. NHN organizations collaborate with financial institutions, government entities, and other community institutions to increase Hispanic homeownership and other asset-building opportunities. |

Salary: Mid 30’s – commensurate with experience
Location: Phoenix, AZ
The National Council of La Raza (NCLR) – the largest national Hispanic civil rights and advocacy organization in the United States – works to improve opportunities for Hispanic Americans. Through its network of nearly 300 affiliated community-based organizations (CBOs), NCLR reaches millions of Hispanics each year in 41 states, Puerto Rico, and the District of Columbia.
REPORTING
This position reports to the Vice President for Housing and Community Development (located in Washington, DC) and the NCLR Homeownership Network Director (located in Phoenix, AZ).
RESPONSIBILITIES
- Provide financial administrative support to the HCD component, including photocopying, record keeping, faxing, and mailing.
- Prepare requests for payment for all accounts payable, NHN sub-grantee contracts, and staff reimbursements.
- Organize and maintain files for all funding and grant relationships. Handle the processing of payments from partnership funders to NHN Affiliates.
- Maintain the accounting system for tracking all expenditures and the production of expenditure reports.
- Research technology innovations that assist the HCD team in managing NHN and other HCD projects. Help implement new selected technologies by coordinating team activities and responsibilities.
- Perform other support duties as deemed necessary and appropriate.
REQUIRED QUALIFICATIONS

- Effective knowledge of office procedures, methods, and operations
- Working knowledge of bookkeeping, accounting, and basic understanding of the operation of non-profit organizations and governmental programs
- Strong oral and written communication skills
- Ability to develop work plans, set deadlines, work well with minimal supervision, manage multiple tasks, and prioritize assignments
- Ability to work well independently and in a team environment
- Knowledge of Microsoft Word, Microsoft Access, Microsoft Outlook, Microsoft Excel, basic HTML, QuickBooks, Webinar applications, and other technologies as required; knowledge of the HUD HCS system, Citysoft CE, and grants.gov system preferred; must have the ability to learn new computer software quickly
- Bilingual in English and Spanish a plus
- Flexibility with regard to schedule, working hours, travel (approximately 10%), and work assignments, including ability to work overtime or on weekends when necessary; reliable job attendance essential
- Strong typing skills (minimum 60 wpm); ability to produce accurate and complete (error free) high-quality products within allotted time
- Interest in and commitment to the Latino community
- Ability to maintain confidentiality of information
