Summary

NCLR seeks a Legislative Analyst for its Washington, DC office. This position supports the Health Policy Project, and the Analyst will implement legislative and political strategies to further NCLR’s goals. The Analyst will also work to increase NCLR’s visibility on Capitol Hill. Working with a diverse group of experts, researchers, and key policymakers at the federal state, and local levels, the ultimate goal of this position will be the implementation of legislation that results in positive health and nutrition outcomes on behalf of the Latino community. During the coming year, this position will concentrate on integrating NCLR’s agenda into the federal health care reform debate. Core objectives of the Analyst’s work will be to build and nurture relationships with policymakers and expand the base of support for NCLR health policy priorities. The Analyst will also be expected to cultivate alliances with a variety of health stakeholders and participate in forums and coalitions such as Health Care for America Now! and the Coalition for Immigrant Equity in Health Care.

The National Council of La Raza (NCLR)—the largest national Hispanic civil rights and advocacy organization in the United States—works to improve opportunities for Hispanic Americans. Through its network of nearly 300 affiliated community-based organizations, NCLR reaches millions of Hispanics each year in 41 states, Puerto Rico, and the District of Columbia. NCLR provides a team-based environment that fosters a culture of ideas and debate. We approach our work from multiple perspectives and methods, understanding both the specific issues and the larger interrelated systems across the field of health and beyond. You will work closely with other members of the policy team and coworkers with extensive expertise in communications, editing/production, media, fundraising, special events, and marketing.

The Analyst will report to the Associate Director of Health Policy and receive secondary supervision by the Director of Legislative Affairs. The Analyst will also be expected to work collaboratively across all issue areas with staff carrying out other legislative activities.

Duties and Responsibilities

  • Execute legislative strategy to advance health policy priorities
  • Prepare a variety of materials such as policy memos, side-by-side evaluations of legislation, white papers, testimony, and related media materials
  • Conduct administrative and federal lobbying activities, with minimal supervision
  • Coordinate legislative briefings and events, including the organization of project activities during NCLR’s Issue Briefing and Advocacy Day, Capital Awards, and other NCLR legislative events
  • Support senior staff
  • Prepare and deliver public presentations
  • Post and maintain web-based materials on NCLR legislative health priorities

Qualifications

  • Bachelor’s degree required, master’s degree in public policy or related area preferred
  • Minimum of two years engaging in advocacy at the federal level, including one year educating federal lawmakers on Capitol Hill; experience with relevant congressional committees, such as the Senate Finance Committee and the House Committee on Energy and Commerce preferred
  • Demonstrated knowledge of health policies affecting the Latino community, especially related to health coverage systems
  • Excellent verbal and written skills and ability to synthesize and process information for multiple audiences
  • Skill in working independently and under pressure on multiple projects
  • Proficiency in Microsoft programs; experience using databases preferred
  • Demonstrated commitment to Latino civil rights issues
  • Bilingual (Spanish/English), a plus
