Summary

NCLR is seeking a mature leader who exercises sound judgment and works well independently for the position of Senior Manager in its Washington, DC office. The Senior Manager reports to the Director of Capacity-Building and resides in the Office of Research, Advocacy, and Legislation. In consultation with the Director, the Senior Manager will provide strategic input to carry out the department’s goals, which includes developing and implementing policies, systems, and processes for nurturing, supporting, and advancing community-organizing and advocacy work among NCLR Affiliates, ELC grantees, and partner CBOs. Responsibilities include working independently to administer grants, writing funding proposals and reports, supervising staff, and executing and evaluating program plans. The Senior Manager will work in coordination with other managers and is responsible for planning and coordinating internal and external meetings and events, including the annual NCLR National Issue Briefing and Advocacy Day, the ELC Annual Convening, and activities for the NCLR Annual Conference.

Background

The National Council of La Raza (NCLR)—the largest national Hispanic civil rights and advocacy organization in the United States—works to improve opportunities for Hispanic Americans. Through its network of nearly 300 affiliated community-based organizations (CBOs), NCLR reaches millions of Hispanics each year in 41 states, Puerto Rico, and the District of Columbia. To achieve its mission, NCLR conducts applied research, policy analysis, and advocacy, providing a Latino perspective in five key areas—assets/investments, civil rights/immigration, education, employment and economic status, and health. In addition, it provides assistance to its Affiliates and community partners to increase their capacity to become stronger advocacy partners at the federal, state and local levels.

Description

In 2008, NCLR launched the Capacity-Building Department with the goal of developing and strengthening the organizational infrastructure and advocacy capacity of Latino community-based organizations. This new department provides intensive training, grants, technical assistance, coordination, and support to Latino CBOs through the Emerging Latino Communities (ELC) Initiative, the NCLR Affiliate Network, and other capacity-building initiatives. The overall objective of the Capacity-Building Department is to increase the ability of Latino CBOs to affect policy outcomes at both the local and national levels through community-organizing, alliance-building, and advocacy.

Duties and Responsibilities

Management

  • Work in consultation with the Director of Capacity-Building to identify goals, develop strategies and plans, execute projects, and supervise staff.
  • Manage the day-to-day operations of the capacity-building team, specifically as it relates to the Emerging Latino Communities Initiative and other capacity-building initiatives.
  • Independently manage the capacity-building grant-making process. This includes coordination of the request for proposals, grantee selection process, and grant payment disbursement; monitoring of grant implementation; and submission of grantee reports.
  • Participate in fundraising activities in coordination with the Director of Capacity-Building, which includes processing grant letters, writing reports, conducting research on potential funding opportunities, and writing grant proposals.
  • Determine program evaluations, implement evaluation measurements, and write reports.

Program

  • Oversee the implementation of technical assistance strategies for a variety of organizations with various levels of organizational development.
  • Assess the internal systems of CBOs and create targeted plans to strengthen their internal capacity.
  • Conduct site visits to grantees and community outreach to identify strategic partnerships and evaluate progress.
  • Plan and coordinate NCLR meetings and events, including Advocacy Day and the ELC Annual Convening.

Qualifications

  • Master’s degree with at least seven years of relevant management and organizational development experience required
  • Experience developing and implementing plans and executing programs and strategies required
  • Experience and skills in grants management and proposal writing required
  • Supervisory experience required
  • Excellent communication skills, both verbal and written
  • A firm commitment to the Latino community and underserved/marginalized communities as well as to working with community organizations required
  • Knowledge of and familiarity with relevant external organizations working on community organizing, Latino issues, and state and local organizing efforts preferred
  • Spanish-language proficiency a plus
