Submitted to the Senate Judiciary Subcommittee on the Constitution, Federalism, and Property Rights, this testimony makes the case that Latinos are targets of racial profiling by local, state, and federal law enforcement. The testimony looks at the disparate impact racial profiling has on the Latino community, and provides recommendations for addressing the problem.
