Summary

The Workforce Investment Act (WIA) directs federal funding for employment and English-as-a-Second-Language (ESL) training programs. WIA also contains funding for job training services to farmworkers (Section 167) and farmworker youth (Section 127). WIA's stated goal is to improve the quality of the workforce system, but the law can be improved to provide more meaningful training opportunities to Latinos and needs to be restructured to improve access for Latino workers.

This issue was on the agenda of NCLR's National Advocacy Day 2005.
