Summary

In the 2000 elections, many voters were turned away from the polls without being able to vote or without having their ballots counted. In 2002, Congress passed the Help America Vote Act (HAVA) to address the barriers that citizens face in trying to exercise their right to vote. Unfortunately, HAVA also includes provisions that create new barriers to registration and voting.
