Summary

To prevent more youth from entering the adult prison system, the federal and state governments are looking to improve the juvenile justice system. Twenty-five years ago, Missouri modified its approach to dealing with troubled children and reduced recidivism rates by developing community-based centers where young people remain in the community, receive intense case management, and participate in workforce development activities.
