H.R. 2:  Repealing the Job-Killing Health Care Law Act

Repeals the health care provisions of the Health Care and Education and Reconciliation Act of 2010, effective as of the Act’s enactment.  Restores provisions of law amended by the Act’s health care provisions.


H.R. 1:  Full-Year Continuing Appropriations Act, 2011

Amendment 92

Prohibits the use of funds to pay any employee, officer, contractor, or grantee of any department or agency to implement the provisions of The Patient Protection and Affordable Care Act or title I or subtitle B of title II of the Health Care and Education Reconciliation Act of 2010.

Prohibits the use of funds in H.R. 1 or any previous Act to be used to carry out the provisions of the Patient Protection and Affordable Care Act, Health Care and Education Reconciliation Act, or any amendment made by either such Public Law.

Prohibits the use of funds in H.R. 1 by the Internal Revenue Service to implement or enforce the provisions within the health spending law that require verification that individuals have health care coverage and to impose penalties on those individuals who do not comply.

Prohibits the use of funds to implement or enforce section 2718 of the Public Health Service Act as amended by the Patient Protection and Affordable Care Act relating to the enforcement of the medical loss ratio.

Prohibits the use of funds in H.R. 1 from being used to pay the salary of any officer or employee of the Department of Health and Human Services who develops or promulgates regulations or guidance with regard to Exchanges under subtitle D of title I of the Patient Protection and Affordable Care Act.

Prohibits the use of funds to pay the salary of any officer or employee of the Center for Consumer Information and Insurance Oversight in the Department of Health and Human Services.

Amendment 155

Prohibits the use of funds to pay the salary of any officer or employee of the Department of Health and Human Services, the Department of Labor, or the Department of the Treasury who takes any action to specify or define, through regulations, guidelines, or otherwise, essential benefits under section 1302 of the Patient Protection and Affordable Care Act.

Amendment 160

Amendment prohibits the use of funds to implement section 3403 of the Patient Protection and Affordable Care Act, which creates the Independent Payment Advisory Board.


H.R. 658FAA Air Transportation Modernization and Safety Improvement Act

Sponsor:  Rep Mica, John L. [FL–7] (introduced 2/11/2011)
Title XI:  Repeal of Expansion of Information Reporting Requirements—(Sec. 1101)
Amends the Internal Revenue Code to repeal the provision of the Patient Protection and Affordable Care Act extending to corporations that are not tax-exempt the requirement to report payments of $600 or more to persons engaged in a trade or business.


H.R. 1217:  To repeal the Prevention and Public Health Fund

Sponsor:  Rep Pitts, Joseph R. [PA–16] (introduced 3/29/2011)
Amends the Patient Protection and Affordable Care Act to repeal provisions establishing and appropriating funds to the Prevention and Public Health Fund (a Fund to provide for expanded and sustained national investment in prevention and public health programs to improve health and help restrain the rate of growth in private and public sector health care costs).  Rescinds any unobligated balanced appropriated to such fund.


H.R. 1213:  To repeal mandatory funding provided to States in the Patient Protection and Affordable Care Act to establish American Health Benefit Exchanges

Sponsor:  Rep Upton, Fred [MI–6] (introduced 3/29/2011)
Amends the Patient Protection and Affordable Care Act to repeal provisions appropriating funds to the Secretary of Health and Human Services (HHS) to award grants to states for activities (including planning activities) related to establishing an American Health Benefit Exchange (a state health insurance exchange).  Rescinds any unobligated funds made available under such provisions.


H.R. 1214:  To repeal mandatory funding for school-based health center construction

Sponsor:  Rep Burgess, Michael C. [TX–26] (introduced 3/29/2011)
Amends the Patient Protection and Affordable Care Act to repeal the program requiring the Secretary of Health and Human Services (HHS) to award grants to school-based health centers or their sponsoring facilities to support the operation of such health centers.

H.R. 1173:  Fiscal Responsibility and Retirement Security Act of 2011
Sponsor:  Rep. Boustany, Charles W., Jr. [LA–7] (introduced 3/17/2011)
Repeals provisions of the Public Health Service Act enacted under the Patient Protection and Affordable Care Act (titled the Community Living Assistance Services and Supports Act or the CLASS Act) which establish a national, voluntary insurance program for purchasing community living assistance services and supports in order to provide individuals with functional limitations with tools that will allow them to maintain their personal and financial independence and live in the community.

H.R. 2055:  Consolidated Appropriations Act, 2012

Rescinds specified funds made available for the Consumer Operated and Oriented Plan (CO-OP) program, which was authorized under the Patient Protection and Affordable Care Act.  Rescinds specified funds made available for the Independent Payment Advisory Board, which was established under the Patient Protection and Affordable Care Act.
