NCLR's Position on TEA-21

The reauthorization of the nation’s largest transportation bill is an opportunity to build on the strengths of current law and address the challenges experienced by Latinos, including those with limited English proficiency.

NCLR supports provisions that present favorable solutions in addressing transportation issues affecting Latinos. Such provisions include:

  1. the inclusion of language to encourage local hiring in communities affected by transportation construction;

  2. increasing funding and the availability of training programs that seek to close the employment and career skills gaps in the transportation industry for Latinos and all low-wage workers;

  3. the addition of measures to ensure meaningful community participation on transportation planning projects;

  4. effective implementation, including monitoring, guidance, and documentation of Executive Order 13166 in addressing system-wide access to transportation services due to language barriers.
