“UPS Scholar in Residence” Fellowship

In 2004, NCLR created this fellowship to link talented recent PhDs and young scholars to nonprofit organizations working on public policy issues. Specifically, the proposed project places at least one top graduate of a doctoral program in a two-year position within NCLR. In addition, the project links young scholars’ research interests and skills with the policy-oriented research and data analysis needs of NCLR.

Although there are numerous programs to support young Latino and other minority scholars, this program is different because it is structured to provide an advocacy-organization-based policy experience to emerging scholars. NCLR also hopes to attract experienced policy professionals for short-term, transitional fellowships.

Through this program, NCLR has created two distinct categories of fellowships:

  • Emerging Scholars, with advanced degrees but no policy-related experience.
  • Senior Scholars, with emphasis on those leaving government who have little or no experience with Hispanic advocacy organizations.

Nayda Rivera-Hernández has been designated NCLR's first "Emerging Scholar in Residence," for 2004-2006. Nayda is completing her PhD in psychology at the University of Puerto Rico and is a Research Analyst in the Puerto Rico regional office and the coordinator of the KIDS COUNT - Puerto Rico project.
