The Office of Fair Housing and Equal Opportunity of the U.S. Department of Housing and Urban Development administers federal laws and establishes national policies that ensure all Americans have equal access to the housing of their choice. Activities carried out by the office include implementing and enforcing the Fair Housing Act and other civil rights laws. They also investigate discrimination in housing, the making or purchasing of loans or providing other financial services for dwelling, including making available property insurance. In addition, they investigate discrimination cases against bad landlords in federal housing, manufactured housing, land sales, deceptive contractors, fraud, waste, and abuse.

The Housing and Civil Enforcement Section has responsibility for enforcing federal civil rights laws, including the Fair Housing Act, which prohibits discrimination in all types of housing transactions; the Equal Credit Opportunity Act, which prohibits discrimination in lending; Title II of the Civil Rights Act of 1964, which prohibits discrimination in places of public accommodation, such as hotels, restaurants and certain places of entertainment; and the Religious Land Use and Institutionalized Persons Act, which prohibits, in part, land use regulations that impose substantial burdens on religious exercise. This office can seek damages, civil penalties, in addition to injunctive relief in fair housing cases; seek relief for individual victims of discrimination as well as against the “pattern of practice” of discrimination when the denial of rights has occurred to a group of persons.

NFHA is a consortium of approximately 100 private nonprofit fair housing centers. NFHA and its members conduct testing and enforce fair housing laws. Its mission is to eliminate housing discrimination through education and enforcement.
